Urban planning shapes where we live, work, move and relax, yet it rarely gets explained in a way that feels tangible. For the Ministry of Housing and Spatial Planning, we set out to change that: a short animated film that explains what spatial planning is, what it aims to achieve, which tools it relies on and why it matters to everyone in Luxembourg. A big subject, in other words, and one that needed to be clear without ever becoming dry.
We started with the words. Our team wrote the script and recorded the voiceover, shaping a narrative that moves from big-picture goals to concrete instruments in plain, accessible language. Then came the central visual idea: a diagonal 3D landscape that transforms in step with the voiceover. As each concept is introduced, the terrain itself changes, so abstract ideas such as density, mobility, green space or zoning become something you can literally watch take shape. The diagonal composition adds a sense of direction and movement, which suits a subject that is all about planning ahead.
To bring that world to life, we teamed up with Steve Gerges, who handled the 3D and 2D animation and the look and feel of the landscape, building on the graphic design and visual identity we created. Everything was built from scratch with traditional 3D and animation techniques, with no AI involved in the production, which gives the film a handcrafted quality we are very happy with.
It was a real pleasure to turn a complex public topic into a story people can follow at a glance, and to do it together with such a talented collaborator.
